Rep. Nancy Mace has introduced a new bipartisan bill to cut taxpayer funding for cruel animal testing at the National Institutes of Health. The bill would stop experiments that inflict serious pain on dogs and cats and comes amid renewed outrage over Fauci-era lab practices.
Key Facts:
- Rep. Nancy Mace (R-SC) introduced the Preventing Animal Abuse and Waste (PAAW) Act on Thursday.
- The bill would ban NIH funding for research that causes “significant pain or distress” to dogs and cats.
- Bipartisan co-sponsors include Reps. Soto (D-FL), Obernolte (R-CA), Davis (D-NC), and others.
- Animal rights group White Coat Waste Project (WCW) helped expose NIH experiments and supports the bill.
- The bill would take effect 90 days after enactment, stopping all future qualifying NIH tests on pets.
The Rest of The Story:
The PAAW Act, introduced by Rep. Nancy Mace, seeks to block funding for any NIH research that subjects dogs and cats to extreme pain or suffering.
The bill defines prohibited research as anything labeled under pain category D or E by the Department of Agriculture — categories involving significant pain or distress without relief.
The measure has drawn support across the aisle.
Reps. Darren Soto, Donald Davis, Dina Titus, and others have joined Mace as co-sponsors.
The legislation would give NIH 90 days to end any qualifying experiments after the bill is signed into law.
In a statement to Breitbart News, Mace said, “These aren’t lab tools, they’re pets, they’re family, and we’re here to stop this taxpayer funded abuse.”
She has also reintroduced Violet’s Law, which mandates that lab animals be adopted out after testing ends.
White Coat Waste, the watchdog that first revealed the infamous beagle experiments linked to Dr. Fauci, is backing the bill.
“Stop the money. Stop the madness,” said Justin Goodman of WCW, calling out continued NIH funding for what they describe as Fauci-era “horrors.”
Recent WCW investigations claim that NIH is still greenlighting cruel experiments — including inducing heart failure in kittens and injecting puppies with cocaine — even while other agencies like the Navy and Pentagon have halted animal testing programs.

Commentary:
There’s no excuse for what’s still happening behind closed doors at NIH-funded labs.
These are not abstract ethics debates — they are real, live animals being subjected to nightmarish procedures with your tax dollars.
The fact that any federal program is still experimenting on puppies and kittens in this manner is beyond comprehension.
We’re not talking about research to save humanity — we’re talking about cruelty for the sake of bureaucratic checkboxes and budget justification.
Taxpayers have every right to know where their money is going, and in this case, it’s funding practices that most Americans would find revolting.
Congress should put a hard stop to this. The bipartisan support for the PAAW Act shows there’s agreement from both sides: this needs to end.
It’s rare to find such unity, and that makes this bill a unique opportunity for meaningful action.
There is no need to torture animals in the name of “science.”
The Department of Defense and other agencies have already started cutting these wasteful and abusive programs. Why is NIH still stuck in the past?
Every lab, official, and institution involved in these cruel tests should be named and held accountable. No more secrecy, no more cover for “experts” who treat pets like disposable tools.
NIH should be forced to retire these animals and fund humane research instead. If they won’t do it voluntarily, Congress must step in and make them.
There are better ways to do research — and better ways to spend taxpayer money. This bill offers a common-sense step in the right direction.
The Bottom Line:
The PAAW Act would put a stop to taxpayer-funded torture of dogs and cats in NIH labs.
With bipartisan support and growing public outrage, this bill has a real shot at becoming law.
Animal abuse disguised as science has no place in a decent society.
Congress needs to act now — end the pain, end the waste.
