The White House has released a fact sheet highlighting Vice President Kamala Harris’s efforts to address the root causes of illegal immigration from Central America.
The document emphasizes the creation and maintenance of up to 250,000 jobs in northern Central America through U.S. government support for private sector firms in the region.
Additionally, the fact sheet underscores the administration’s investment in vocational training and job summits for residents of El Salvador, Guatemala, and Honduras.

According to the White House, these initiatives are part of Harris’s “Root Causes Strategy,” which aims to provide hope and opportunity to the people of Central America and affirm that a secure and prosperous future lies in their home communities.

However, the focus on job creation in Central America comes at a time when the United States is facing rising unemployment rates, with the highest levels seen in two years as of February.
President Joe Biden, who appointed Harris as the administration’s border czar in 2021, has stated that when she speaks, she speaks for him.
Despite this, Harris faced criticism for not visiting the southern border as vice president until weeks after her trip to Guatemala and Mexico in June 2021, during which she attempted to “advance a comprehensive strategy to tackle the causes of migration.”

The Biden administration has invested more than $1 billion in taxpayer funds into its “Strategy for Addressing the Root Causes of Migration in Central America.”
This includes funding for vocational trainings, job summits, labor rights actors, soil mapping projects, and support for investigative journalism in the region.
